Navira manages HR transactions for both OVCHA and OPHS, ensuring that OPHS is properly staffed to fulfill its mission and achieve its strategic goals. She works closely with OVCHA and OPHS leadership, as well as individual subunits, to develop strategic hiring plans, offer HR expertise, resolve HR-related issues, and create, implement and maintain policies that ensure compliance with university, state and federal regulations.

Navira is a dedicated HR professional with over three years of experience in recruitment, onboarding, and HR administration. Before joining UIC, she served as a Clinical Research Recruiter at Actalent, an engineering and sciences firm, where she led the full recruitment life cycle for more than 100 roles across the pharmaceutical, biotech, CRO, and STEM industries. Recognized as a top 10% performer, she exceeded sourcing and onboarding goals, optimized talent pipelines, and improved hiring efficiency. She also managed payroll, benefits, compliance, and pre-employment processes, ensuring accurate HR data management.

Navira attained dual Bachelor’s degrees in both Human Resources Management and Labor Studies and Employment Relations, from Rutgers University.
