Executive Director, Mile Square Health Center

Job Summary

The University of Illinois Chicago (UIC) and its academic health enterprise, UI Health, are seeking a passionate and innovative leader to serve as its next Executive Director of the Mile Square Health Center. This position serves as the Chief Executive Officer (CEO) of Mile Square Health Center, a designated Federally Qualified Health Center, and is responsible for directing the day-to-day management and operation of the Mile Square Health Center clinics. Mile Square Health Center operates under the auspices of the Vice Chancellor for Health Affairs of UIC in conjunction with the Mile Square Health Center Co-Applicant Board of Directors, pursuant to Section 330 of the Public Health Services Act. Its primary mission is delivering health care to diverse and medically underserved individuals throughout Illinois. The incumbent is administratively responsible for an organization with multiple clinical locations throughout Chicagoland and across Illinois, totaling over 300 academic and nonacademic employees, with 54,000 unique patients and 153,000 annual visits.

Duties and Responsibilities

  • Directs day-to-day management and operation of the Mile Square Health Center and takes the lead role in the establishment and implementation of administrative policies and procedures relating to daily operations. These include the functional areas of primary and specialty care, nutrition services, health education, social services, laboratories, pharmacy services, dental services, medical records, research, and grant and development functions.
  • Ensures that staffing and operation of the Mile Square Health Center is accomplished in accordance with the Co-Applicant Agreement and the policies and procedures of the University of Illinois (University).
  • By leadership and example, establishes standards of courtesy and service for the organization.
  • Works with physicians and other health professionals to deliver excellent, high-quality healthcare services.
  • Ensures that appropriate linkages are established and effectively maintained between the Mile Square Health Center, the University of Illinois Hospital & Clinics (UI Hospital), and other health systems for radiology, specialty, emergency, and other services to ensure quality and continuity of care.
  • Ensures that appropriate linkages are established and effectively maintained between the Mile Square Health Center and other UI Health entities, including the seven health sciences Colleges, so as to ensure collaboration, quality, and continuity of care.
  • Serves as an ex-officio member of the Mile Square Health Center Board of Directors and provides routine and special reports, as well as other administrative services, as necessary. Works with the Board in resolving issues affecting service delivery or overall health policy as appropriate.
  • Develops an annual operating budget for the Mile Square Health Center including gross clinical expenses, annual University contributions, and estimated patient care receipts for submission to and approval by the Mile Square Health Center Board of Directors and the University. Manages and monitors fiscal affairs of Mile Square Health Centers on an ongoing basis to ensure the achievement of budgeted results, the fulfillment of contractual requirements, compliance with applicable regulations and policies, and effective grants management. Provides routine financial reports to the Vice Chancellor for Health Affairs and other University leadership, as appropriate.
  • Develops and garners additional sources of revenue by grant proposal writing and a thorough knowledge of available funds and health care funding sources. Effectively engages in philanthropic/advancement efforts.
  • Evaluates future opportunities for growth and expansion consistent with the mission of the Mile Square Health Center.
  • Monitors and evaluates performance and ensures that action is taken to correct any unsatisfactory condition. Cooperates with the University in ensuring compliance with all local, state, and federal codes (i.e., HRSA: Health Resources and Services Administration), ordinances, regulations, audits, and laws applicable to Mile Square Health Center.
  • Develops and maintains effective relationships with the community, governmental organizations, national societies, and organizations.

Minimum Qualifications

  • Bachelor’s Degree
  • Five years of experience in healthcare leadership
  • Demonstrated executive/managerial ability
  • A proven record of accomplishment in financial management
  • Ability to work well with clinic staff, University staff, community-based organizations and patients
  • Ability to deal with community and political pressures
  • A commitment to deliver excellent health services to diverse and underserved communities
  • An experienced perspective on healthcare issues which enables the incumbent to be a contributing member of the senior leadership team of the University of Illinois Hospital & Health Sciences System (UI Health)

Preferred Qualifications

  • An MD, MBA, MPH, MHA, PhD, or JD (or other related advanced degree)
  • Experience in a community-based ambulatory care setting
  • Experience in research administration and the promotion, implementation, and oversight of federal funding
  • Knowledge of health sciences graduate education and commitment to the training of the next generation of health professionals
  • Knowledge of applicable and relevant local, state, and federal codes, ordinances, regulations, audits, and laws, such as Section 330 of the Public Health Services Act administered by HRSA
